Occupational credentialing is promoted across the military Services to enhance recruitment, professional development, retention, and transition to the civilian workforce. Through the military Services’ Credentialing Opportunities On-Line (COOL) programs, military occupations have been mapped to over 1,000 civilian certifications and Services will pay for certifications for Service members.  In FY 16, the Services paid for over 45,000 certifications and licenses.  Learn about the COOL programs, including methods of matching military occupations to civilian certifications, credential payment policies, and how to facilitate credentialing of Service members.

Lisa Lutz, MPA, SOLID, LLC
Lisa has over 20 years of experience in policy analysis and program evaluation, specializing in education, employment and training issues related to military service members and veterans.  Her work has concentrated on the use of occupational credentialing to promote the professional development of service members and ensure their smooth transition from the military to the civilian workforce.  Ms. Lutz’s expertise has led to appointments to advisory committees by four Secretaries of Veterans Affairs to provide subject matter expertise on the implementation of education and credentialing benefits for service members and veterans.  Ms. Lutz holds a B.S. in Political Science and Psychology and a Master’s degree in Public Administration (M.P.A.).

Keith Boring, Navy’s Credentialing Program and Navy Credentialing Opportunities On-Line (COOL) websites 

Keith Boring currently serves as the Director for the Navy’s Credentialing Program and Navy Credentialing Opportunities On-Line (COOL) websites – DON COOL, Navy COOL, and DON Civilian COOL. Mr. Boring’s role as Director for the Navy’s Credentialing Program includes daily operation of the Navy’s Credentials Program Office, managing the development and maintenance of the Navy COOL websites, participation in White House and DoD credentialing task forces, DoD CIO and DoN CIO Cybersecurity workgroups, facilitating Navy Job Duty Task Analysis (JDTA), represent the DoD within various credentialing agency advisory boards, as well as other tasks associated with Navy and civilian credentialing.

He reported to Center for Information Warfare Training (CIWT) Pensacola Florida in January 2005, while still on Active Duty (Master Chief).  Upon transfer to the Fleet Reserve in 2006, Mr. Boring continued his work at CIWT as a Navy Civil Service civilian.
