Chapter 2 covers Program Governance and is organized into three sections: documents, board structure, and fiduciary responsibilities. This chapter's purpose is to discuss the documents needed for governance - either to be separately incorporated or part of a separately incorporated organization.  The section on board structure recognizes the large varieties of potential structures and identifies the critical requirements for structure based on the NCCA Standards. Finally, in the fiscal responsibility section, the chapter discusses the director's legal responsibilities, issues of conflict of interest, voting and meeting requirements, hiring, legal counsel, financial, financial records and reporting, insurance, and the disciplinary process.

Its purpose is to describe "best practice" guidelines available for setting performance standards, to review the numerous methodologies that are available to certification bodies to set performance standards for their certification programs, to compare the available methodologies to methods being used in practice by NCCA accredited programs, and to provide additional guidance and suggestions about standard setting.
