Many certification boards wait decades for any appreciable licensure recognition of their credentials.  This has not been the case for the BACB’s certifications.  The BACB attributes its success in working with licensure boards to a strategic, cooperative, and cautious approach. This session will address that strategy while also identifying precautions and lessons learned in recent years.

Learning Objectives

  • Learn strategies for successful recognition within state licensure schemes and agency rules, including consumer cooperation, certificant interest and willingness to be licensed, and competing interests and expected opposition.
  • Learn how to provide a meaningful model act and legislative materials that will protect your credentials while remaining sensitive to the concerns of all stakeholders (consumers, certificants, legislative proponents, state licensing board members, agency personnel and professional associations).
  • Learn how to handle opposition before legislation is ever proposed.
  • Learn how to work with legislative counsel and pre-existing acts.
  • Learn how to assess the risks and benefits of licensure and identify your degree of cooperation and your boundaries. Address questions including:
    • What do you have to offer a state licensing board?
    • What if they only want your exam?
    • Is your credential at risk?
    • Are your standards being copied?
    • Will your certificant numbers decrease if licensure is successful?
    • Who will you assist in the process?

About the Presenters

Dr. Carr is the Chief Executive Officer and Ms. Bloom is the Certification and Legal Advisor to the Behavior Analyst Certification Board, Inc. (“BACB”).  Since its incorporation in 1998, the BACB’s certifications have been successfully written into more than 25% of state licensure laws (with several additional acts pending at the time of this writing).  The BACB’s certifications are also the basis for a number of agency rules and authorizations, educational codes and several title protection acts.  Most of these accomplishments have occurred in just the past 5 years.  We attribute this success to a cooperative and diligent approach to addressing licensure endeavors.
