RSRCH12 2011 Ethics Survey to Certification Boards

In early 2011, ICE’s Research and Development Committee convened a Task Force on Ethics to review the ethics processes and documentation for certification programs with the goal of determining whether commonalities exist in practices in this area. After reviewing the codes of ethics or professional conduct for selected certification programs with National Commission for Certifying Agencies (NCCA) and/or American National Standards Institute (ANSI) accreditation, the Task Force drafted a survey intended to provide answers to the following questions:

1. What behaviors do codes of ethics cover?

2. What commonalities exist in the enforcement of codes of ethics?

3. How frequently do ethics complaints occur, and what are the typical results?

4. Do certifying programs address the code of ethics in job analyses, certification examinations, and/or continuing education required for recertification?

This report detailing the survey's findings was published by the committee in 2012. 29 pages.

In early 2009, ICE leadership determined that the uncertain global economic conditions would be the theme for the 2009 Credentialing Leadership Forum.  In preparation for the Forum, ICE surveyed credentialing organizations in order to gain a better understanding of what, if any impacts, the industry was dealing with due to the economic conditions and to also obtain information on what industry leaders believe were the top issues they were facing.  This report summarizes the result of that survey. Knapp Certification Industry Scan

Professional/personnel certification programs have become prevalent across diverse industries and occupations/ professions,but there has been surprisingly little research conducted on these programs.  To fill this void, Knapp & Associates International, Inc. (Knapp) and the American National Standards Institute (ANSI) conducted the first comprehensive scan of the certification industry in September 2003 (Personnel Certification: An Industry Scan). In October-November 2007, Knapp conducted a second scan to track changes in the industry since 2003 and to explore new research questions. The 2007 Knapp Certification Industry Scan is the most comprehensive study of the certification industry to date. (c) 2007

RSRCH15 Remote Proctoring Test Delivery: A Report on Options and Considerations

ICE's Research & Development (R&D) committee intends this report to serve as a resource for credentialing organizations who are determining whether remote proctoring test delivery (RPTD) is a viable test delivery system for their certification or assessment-based certificate program. This paper will not attempt to answer the question of whether any specific certification program employing a variant of RPTD could become accredited under ISO/IEC 17024 or the National Commission for Certifying Agencies (NCCA) standards. Rather, the paper intends to provide an impartial view of the strengths and weaknesses of RPTD to the ICE membership.

RSRCH15 What Your CFO Wants to Know: Results of the 2014 Business of Certification Survey

ICE Research and Development Committee developed and launched a survey to collect data on important business metrics of certification organizations. The survey asked participants about organizational structure, location of operations, number and reach of certifications, expenses, and revenue streams. This latest report benchmarks the same metrics as in previous years; however, it also addresses new topics, such as marketing strategies and the use of virtual versus in-person approaches to performing test-related activities.

The report is based on data collected from 66 organizations in Canada and the United States. It details the general demographics of the respondents, including staff size, geographic scope of programs, and the number of programs offered. (c) 2015. 41 pages.
