This Institute for Credentialing Excellence (ICE) white paper provides insight into how one testing organization—the Association of Social Work Boards (ASWB)—created a strong SME culture with low turnover and high engagement at all levels. This paper presents a case study, but is also intended to provide a set of conceptual tools for organizations interested in creating not only a sense of investment among their SMEs but also a sense of group cohesion and overall program continuity. Organizations that sponsor credentialing examinations must be heavily invested—both financially and philosophically—in test development. This paper explores the value of extending that investment to the human relationships that can strengthen not only the examination product but also the entire sponsoring organization.
