Certification programs with small numbers of candidates face a wide variety of challenges, many of which can affect the validity of certification decisions based on a certification exam. These challenges often resort from either the small pool of test takers (candidates) or limited financial resources available to develop/support the program. The purpose of NCCA accreditation is to recognize certification programs, regardless of their size, that have established policies and procedures designed to ensure that certification decisions are valid and fair for all candidates. NCCA accreditation is possible for small volume programs, but may require non-traditional solutions .

She received her doctorate in assessment and measurement at James Madison University and has advised on the design and redesign of numerous testing programs, overseen test development operations for large- and small-scale programs, and conducted high-stakes audits and evaluations In her current role, Susan focuses on helping program sponsors tackle the challenges that accompany the development and maintenance of testing programs.

Isabelle is President & COO at Yardstick Assessment Strategies (YAS), and in this role, she oversees and provides strategic direction for all aspects of the business, including psychometrics, exam administration and operations, product development and implementation, business development, and research and development. Over the course of her career, Isabelle has managed the development and administration of large-scale national licensure and certification examinations and assessment tools for various professions in the health, financial, and IT sectors. Isabelle earned her doctorate in Experimental Psychology at the University of Ottawa. Isabelle is a psychometric commissioner and the Chair of the NCCA Commission.
