RSRCH17 Validation Strategies for Credentials

The purpose of this paper is to document methods that licensure and certification programs use to establish their programs’ validity. In addition to verifying common methods, such as the job analysis, the study sought to determine whether programs are using methods other than or in addition to job analysis and to identify additional validation activities that programs might undertake that extend beyond the test score’s validity to the credential’s overall validity. The intent was to provide credentialing programs information about validation concepts and best practices to guide the design and conduct of their own validation activities and stimulate discussion among Institute for Credentialing Excellence (ICE) members about possible new methods of developing validity evidence. In 2014, the ICE Research and Development (R&D) Committee approved the formation of a Validation Strategies Task Force. The task force conducted its work during 2014 and 2015 and compiled this document in 2016.
