Since 2016, the ICE External Stakeholders Task Force has been working to identify ways to demonstrate value of credentials to your various stakeholders. After building on the extensive work done by ICE and member organizations, the task force provided the opportunity to multiple organizations to join together, assisted by a contracted market research consultant, and conduct research on the value of their credentials in the market. This survey was done to investigate the following goals, among others:
- Why candidates seek a certification program;
- How does a program meet the needs of its stakeholders;
- How might certificant views help inform future marketing efforts

Kevin Bradley, PhD, Human Resources Research Organization (HumRRO)
Kevin has spent over 15 years managing assessment design, development, and administration projects. Throughout his career, he has worked with associations, licensing boards, admissions testing services, and government agencies to evaluate and enhance their testing and assessment programs. He has served on multiple committees for the Institute for Credentialing Excellence, including the Nominating Committee, the Research and Development Committee, and the Government Affairs Committee.
He holds a Ph.D. in Industrial/Organizational Psychology from Virginia Tech, and an M.S. in I/O Psychology from Rensselaer Polytechnic Institute.
Stephanie Dille, MBA, Meazure Learning
Stephanie is an accomplished marketing and testing professional with over 30 years of experience in testing, leading marketing and product teams. Her key areas of expertise include developing strategic marketing plans, B2B technology marketing, building global marketing teams, branding, new market development, product management, acquisition, communications, and consultative marketing for clients. She has been a frequent speaker and active committee volunteer with ICE and currently Chairs the External Stakeholders Working Group and is a member of the 2020 ICE Program Committee.
Stephanie is Chief Marketing Office at Measure Learning, the parent company of Yardstick Assessment Strategies and ProctorU. Measure Learning is a full-service testing solutions company for academic, professional, and life long learners and the first full service testing provider with an online delivery model.
Rory E McCorkle, PhD, MBA, CAE, PMP, SPHR, NPDP, PSI Services
Rory has extensive experience managing and consulting for credentialing programs, specializing in the strategic organization of these programs. During his career, Rory has worked with over 800 credentialing organizations and educational institutions, including well-known licensure programs and globally renowned certifications.
Previous to PSI, Rory served as the President of International Credentialing Associates (ICA). He also worked at IEEE, the Project Management Institute (PMI), and Prometric in various roles. Rory is very involved in the certification community, with volunteer role at ATP, ICE, ITCC, PTC, and ANSI. Past roles of note include chairing the ATP Innovations in Testing Conference, chairing the Education and External Stakeholders Committees for ICE, serving as the President of the PTC, and chairing the security committees for ATP and ITCC. He serves on several Boards of Directors around the testing industry. Rory is also the recipient of the 2019 ICE Credentialing Industry Leadership Award.
Rory received his PhD in Organizational Leadership from The Chicago School of Professional Psychology, as well as his MBA from Drexel University’s College of Business.
James Stobinski, PhD, Competency & Credentialing Institute
James is the CEO of CCI which administers certification programs for nurses in the surgical setting. He holds a diploma of nursing from the Toledo Hospital School of Nursing and a BSN and MSN from East Carolina University. He earned his PhD in International Health Research from Touro University International in 2011 for a study of competency and skill acquisition in perioperative nurses. Dr. Stobinski serves as adjunct faculty at Nova Southeastern University and Wilkes University and maintains a research agenda centered on nursing workforce issues. He has spoken extensively at the national level on nursing professional development issues.
