Legal due process principles and best practices mandate that certification programs communicate certain information to applicants and certificants. The NCCA Standards specifically impose significant obligations on certification bodies to communicate with applicants, certificants, and also the public. What are these required communications? Which are legally required above and beyond the Standards? What is the effect of these communications on the integrity of your program? This first-ever webinar will feature a comprehensive look at these communications and what they might mean for your program. Attendees will receive an explanation of the required communications, an interpretation by an experienced certification lawyer of legal considerations, and implications for the program.
- Check list of “must communicates” with an indication of what should be in a policy vs. what is straightforward information so participants can self-audit their practices.
- Indication of legal requirements vs. NCCA accreditation requirements vs. “wise” practice and perhaps examples of varying degrees of information required by these three categories.

Jefferson C. Glassie is a partner and co-chair of the Nonprofit Organizations and Associations practice at Whiteford, Taylor & Preston, LLC. Mr. Glassie represents associations and nonprofit organizations on a wide range of legal matters, including antitrust, tax, certification, accreditation, contracts, employment, merger, intellectual property and corporate issues. Mr. Glassie has concentrated in the field of nonprofit membership organizations for over 30 years. He is a member of the American Society of Association Executives, American Bar Association, and Maryland Bar Association. Mr. Glassie is the recipient of the International Section Excellence Award, presented by the American Society of Association Executives (ASAE), and the Counsel Services Award, presented by the Mississippi John Hurt Foundation. He served as chair of the Legal Section Council of ASAE and the Annual Legal Symposium, chaired the Greater Washington Society of Association Executives Law and Legislative Committee, and serves on the Board of Directors of the Council of Engineering and Scientific Society Boards. He has authored International Legal Issues for Nonprofit Organizations; and co-authored Certification and Accreditation Law Handbook, 2nd Edition, and Intellectual Property for Nonprofit Organizations and Associations, all published by ASAE. He earned his undergraduate degree from the University of Virginia (B.A.) and graduated with honors from George Washington University School of Law (J.D.), and is admitted in Maryland and the District of Columbia. He was selected an ASAE Fellow in 2014.
Dr. Buckendahl has consulted with a range of educational assessment and professional credentialing programs. His work has focused on advising on assessment design, development, validation, and related legal and policy considerations. Dr. Buckendahl received his Ph.D. in quantitative methods in education from the University of Nebraska, Lincoln. He currently serves as psychometric reviewer for the National Commission for Certifying Agenices (NCCA) and previously served on committees for membership, program, and outreach for the National Council on Measurement in Education (NCME). His current research interests include assessment literacy, applied psychometrics, standard setting, legal and policy issues, and validity.
