|Chuck Friedman, PhD, Professional Examination Service
Chuck Friedman has almost 30 years of experience in the credentialing community with a strong focus on applied testing issues including security, measurement, and innovative solutions. He is currently a Program Director-Team Leader at Professional Examination Service (ProExam), responsible for directing and managing credentialing programs. Previously he was the Examination Program Manager at the Association of Social Work (ASWB) Boards. For 16 years, Chuck was Assistant Vice President at ACT, supporting credentialing activities for over thirty credentialing groups. As a director at The Psychological Corporation (Harcourt Measurement/ Pearson), he designed and implemented a performance based assessment for Nurse Aides.
Chuck also has served as a Commissioner for the National Commission of Certifying Agencies (NCCA), a frequent speaker at CLEAR (Council for Licensure Enforcement and Regulation), ICE (Institute for Credentialing Excellence), and the Federation of Associations of Regulatory Boards (FARB). He has been chair and is an active participant on CLEAR’s Examination Resources and Credentialing Committee and Credentialing Program Committee, ICE’s Research Task Force, and has served on the ATP Security committee for four years.
He was Assistant Professor at the University of Texas-Pan American. Chuck received his doctoral degree in Educational Measurement and Research and Applied Linguistics from Indiana University-Bloomington.
Jennifer Semko, JD, Partner at Baker & McKenzie
Ms. Semko has litigated domestic and international matters involving a diverse range of issues such as breach of contract, theft of trade secrets, copyright, breach of fiduciary duties and securities fraud. A former law clerk to the Chief Justice of the Louisiana Supreme Court, she has briefed and argued appeals before several state and federal appellate courts. In addition to providing risk management and litigation avoidance advice, Ms. Semko also has represented clients in investigations by a variety of US and other agencies involving alleged violations of securities, antitrust, anti-corruption, immigration, export sanctions and other laws. Ms. Semko has specialized experience in advising test developers on legal and strategic issues related to protection of their intellectual property, including pursuing copyright infringement litigation against exam pirates and implementation of decisions to invalidate candidate scores. She is a frequent speaker on topics related to exam security and the rights and responsibilities of licensing and certification exam developers.

O’Neal Hampton is the Director of Survey and Assessment Development at Scantron. In his nearly ten years’ experience in assessment development he has advised customers on security throughout all phases of item and exam development. Additionally, O’Neal has led assessment development efforts for in India, Australia, Europe and the US.
