Rachel Schoenig, J.D., Cornerstone Strategies, LLC,

Rachel is CEO of Cornerstone Strategies, LLC, an association of professionals dedicated to serving the assessment industry’s strategic, security and statistical needs.  Cornerstone clients include some of the best-known education, admissions, and credentialing programs across the globe. Prior to founding Cornerstone, Rachel was Head of Test Security for ACT, Inc. where she leveraged her legal, international, and testing experience to improve exam security.  Rachel led development of new data forensics, redesigned ACT’s security framework, developed an industry-leading program to deter impersonation testing, and designed innovative applications for use on personal devices, including a highly-rated facial recognition app.

Rachel moderated the 2017 Closing Keynote Debates at the Conference on Test Security and delivered the 2015 National College Testing Association Conference keynote address.  Her publications include contributions to the ATP Workforce Credentialing Security Framework Report and Security Survey Report, a SAGE article on cheating, a chapter in The Handbook on Test Security, and the ATP-NCTA Proctoring Best Practices.  An active industry supporter, Rachel is the current Vice Chair of the Workforce Skills Credentialing Division, and a member of the ATP Board of Directors, a member of the Executive Committee for the Conference on Test Security, and a member of the Board for the Institute for Exam Security.  She is currently serving on the CAS committee to develop standards for testing centers.

Rachel is admitted to practice law in several state and federal jurisdictions.  Before joining ACT, she led the legal department for Bandag, Incorporated, a publicly-traded company engaged in international franchising and manufacturing, where she provided advice concerning intellectual property protection, mergers and acquisitions, compliance, and litigation, and later served as a corporate officer of Bridgestone-Bandag, LLC.  Rachel is passionate about the assessment industry and the impact we can have on individual lives and communities.  Rachel has seven kids and enjoys coaching or attending their sporting and fine arts events – and she has an amazingly supportive and incredibly patient husband.

Jennifer is a partner in the Washington, D.C. office of the international law firm Baker McKenzie LLP.  She has 20 years of experience as a litigator, assisting companies in resolving disputes arising from their business activities in the United States and abroad.  Ms. Semko has specialized expertise in exam security issues and frequently advises test developers on legal and strategic issues related to security breaches and protection of their intellectual property. She received her J.D., magna cum laude, from Tulane Law School and her undergraduate degree, cum laude, from Georgetown University.
