WP19 Organizational Response to Test Misconduct

This white paper explores organizational responses to test misconduct. It describes how credentialing organizations can take a process-driven and methodical approach to responding to both routine and significant test misconduct. First, the paper defines testing misconduct. Then it discusses policies and processes to establish that support taking action against testing misconduct, including the value of implementing a test-security incident-response plan. Finally, it addresses the importance of gaining organizational consensus and support from stakeholders. Throughout, this paper uses examples from the credentialing field to support the concepts described.

About the Authors

Dr. Jamie Mulkey is Vice President, Sales Enablement for Caveon, LLC; a test security company that protects tests and ensures trustworthy test results. Dr. Mulkey has a distinguished history, holding major positions in testing organizations, certification task forces, and testing-related non-profit associations. As a Caveon founder, Jamie was a major contributor to shaping the testing industry’s discussion around test security and bringing test security services to market. Her current focus is working with clients to design pre-emptive policies and processes that protect their most important assets – their assessments. Dr. Mulkey also started and was the Executive Director of the Certified Exam Security Professional (CESP) program, which provides credentials to test security professionals. She is currently the Executive Director of the Institute for Exam Security (i4ES), whose mission it is to broaden the understanding and importance of test security. Jamie holds a Masters degree in Instructional Technology from San Jose State University and a Doctorate in Educational Psychology and Technology from the University of Southern California. She received outstanding research awards from both of her graduate school programs.

Rachel R. Watkins Schoenig, J.D., is CEO of Cornerstone Strategies, LLC (“Cornerstone”), an association of professionals dedicated to serving the assessment industry.  Cornerstone clients, including high stakes education, healthcare, and credentialing programs as well as licensure jurisdictions, have leveraged Cornerstone’s services for strategic planning, program reviews, crisis communications, statistical analyses, policy enhancement, and training development and delivery.  Rachel has created industry alliances to develop proctor training videos, led development of new data forensics, redesigned ACT’s security framework, developed an industry-leading program to deter impersonation testing, and designed innovative applications for use on personal devices, including a highly-rated facial recognition app. She earned her J.D. summa cum laude from Drake University Law School.  Rachel is passionate about the assessment industry and the impact we can have on individual lives and communities.
