This session will outline the key considerations for programs that are thinking about implementing remote proctoring. The speakers will provide an overview of the pros and cons of remote proctoring, discuss how this delivery modality relates to the NCCA and ISO/IEC 17024 standards, and provide insights into the lessons learned from a remote proctoring implementation in a large certification program. By the end of the session, attendees should be armed with sufficient insight into the benefits, drawbacks, and challenges of remote proctoring to determine if it is worth further consideration for their testing program and, if so, how to move forward.

About the Presenters


John Wickett is a 15+ year veteran of the professional credentialing community. He has worked extensively with dozens of licensing and certification programs across most occupational sectors, including health care, financial services, engineering, trades, and human resources. Throughout his career, John has served as both a psychometric consultant and an in-house expert in a senior management role, giving him a unique ability to marry strong measurement skills with an appreciation of the complexity of managing a real-life credentialing program.

John also volunteers extensively in the professional community through his work with the Institute for Credentialing Excellence (ICE) and regularly presents at conferences. John received his PhD in measurement psychology from the University of Western Ontario in 1997.



As the Vice President, Certification at Financial Planning Standards Council (FPSC), Isabelle Gonthier oversees the certification program leading to the CERTIFIED FINANCIAL PLANNER®/CFP® designation in Canada. She is also the Director of Examinations at the CFP Board, overseeing the examination development andadministration program for CFP certification in the US.

Dr. Gonthier is a Psychometric Commissioner and Vice-Chair of the NCCA commission. She holds a PhD in Cognitive Psychology from the University of Ottawa in Canada and has been providing her expertise in Testing and Measurement, and Certification for almost 15 years.



Liberty Munson is the Principal Psychometrician for Microsoft Learning. She is responsible for ensuring that Microsoft’s certification exams are valid and reliable measures of the content areas that they are intended to measure. Prior to Microsoft, she worked at Boeing where she developed a wide variety of selection tests, including multiple-choice exams, team-based exercises, problem solving activities, and structured interviews; she also assisted with the development and analysis of Boeing’s internal certification exams and acted as a co-project manager overseeing development, administration, and analysis of Boeing’s Employee Survey.

She received her BS in Psychology from Iowa State University and her MA and PhD in Industrial/Organizational Psychology with minors in Quantitative Psychology and Human Resource Management from the University of Illinois at Urbana-Champaign.
